Custom PayPal Processor Payment Method Api

Hi, i currently have a website that uses PayPal as its payment processor. This method uses the standard API (IPN) to pay for goods & Services.

I want a method that my customers can use to buy my service via the "Pay Or Send Money" method meaning no transaction fees to myself. Also my site must auto pick this up and update my clients account with the right payment information.

Also I need a wallet system

If there is a coder out there that can do this please get intouch

what i want adding to my web site is a WALLET system and it could be something like this:
1.. click a button called "Deposit Funds"
2. A "Token Code" is displaid
3. I then go to my web browser and enter www.paypal.com / login / go to send funds as GIFT / I enter the email address / the amount / then enter the "token Code" in the "Notes" section
4. Something on my Web Site is monitoring the email address i have attached to my paypal account for emails from "member@paypal.co.uk" then once it sees one it scans the email for something like this "NAME_OF_CLIENT sent you £XXX.XXX GBP" and then also scans the email for the "Token Code"
5. Once the Site has the amount sent and the Token Code it then applies the correct amount to the wallet on the correct account that generated the Token Code.

Do you understand this?
