Update a ASP website for a new code language

I have a website working for years but its code is written in OLD ASP with SQL, I want to convert it to a newer language. Please suggest me some solution you can do.
The website is for the online academic events of a school. Every year some events are organized (last year there were three) and posted on the homepage. Every event has a link to its own webpage with specific information.
Any event has the following phases:
1) Submission of papers
1.1) Form with fiels to fulfil like: title, abstract, area /subareas, language, include coauthors (search database)
1.2) Área for uploading a PDF of the paper
2) Review
2.1) The distribution of the papers for the reviewers. Any reviewer has his own login and a page to review and include comments the papers he received in the distribution.
2.2) After evaluation the review is made available for the correspondent authors.
3) Registration
3.1) Approved papers have their authors eligible to register for participating in the event
3.2) There is a registration form and a link for payment with automatic feedback after payed
4) Event
4.1) The programme of the event will be available in the webpage for all participants
4.2) Users have a link to access the virtual rooms of the event (other application not included in this scope) and to select options on how to participate.
Every stage will have an email automatic message sent to the correspondent users.
