Development of a demonstration VB.NET/WCF Service/Form

I need a VB.NET developer with WCF (or similar) experience.
I’m looking for someone to 1) provide advice on technology options for controlling and communicating with a Windows Service from a Windows Form application, and 2) create a small, working VB.NET demonstration solution comprising a Service and a Form application which I can then adapt to my own production requirements.
The first part of the project is to provide a rational for using either WCF, ServiceStack or some other technology.
The second part of the project is to create a VB.NET Visual Studio solution which meets the following specifications:
1. Consist of a Windows Service and a Windows Form application
2. Each component must be able to be installed on separate machines on the same domain/network.
3. The Service must be compliant with residing on a Windows Server 2008/R2 server.
4. The Form application must be compliant with running on a Windows 7 or later client machine.
5. The Windows Service must be accompanied by a basic installer.
6. No installer is required for the Form application.
7. The Form application must be capable of controlling the state of the Service (eg Start/Stop/Pause/etc) and of requesting and receiving custom information from the Service (eg along the lines of “Tell me which process you are running”).
8. The Service must be capable of initiating the provision of custom information to the Form application (eg “I am currently processing XYZ task”) and of receiving and responding to requests from the Form application (eg as above).
9. The project must be delivered in a demonstrably functional state.
I'm a VB.NET developer myself but I'm looking to fast-track some product augmentations and don't want to wade through the learning curve on WCF, so the project is intended to be a jumping-off point for that project work.
Unfortunately, Freelancer's Skills people don't seem to have heard of WCF or ServiceStack so I couldn't add them, but please consider one of these a prerequisite.
