Train wheel 3D model from drawing

I have a drawing of a locomotive wheel that I'd like rendered in 3D, suitable for 3D printing. Since it is to be used for a foundry pattern, there are some changes to the drawing: 1) reduce to 1:8 scale 2) add 5% to all dimensions to account for shrinkage in casting 3) all faces marked "f" should have 0.090" added for machining allowance 4) the drawing shows the tread as a separate piece, but it should be included as a single unit 5) the tread needs to be tapered differently; more explanation on that by chat.
