Suggestion about internet sharing

Hello Experts ,

I am looking to buy application that will be responsible about sharing internet for hotel ...

the users could be 1000+ so the application should handle all this requests ...

the application should give me control for internet sharing ...

I will be able to do the following tasks ...

1- Create user and password for our client to access the internet

2- Control the bandwidth of each users who access the internet .. for example if I open internet for user A

I would open only 5 gb for him .. and once the 5gb is done .. he will have to recharge ...

3- the internet should be shared without using proxy server or proxy on internet explorer ..

4- putting limit expiry for any created users .. so if I open user for one month to use the internet .. it should stop after this month .

5- filtering the internet and sites etc..

I don't need ISA .. or Microsoft front TMG .. cus this will need proxy for my clients ..

and my clients would be connecting using laptops or pc or mobiles .

what I need exactly is just a name of software who do this and a link to buy it with reasonable price .
