Create paginated report in Microsoft Power BI

In "Power BI, I have created a script in "M" through Power Query that creates two tables and populates them with data from a REST API.

I now need help creating a report in "Power BI" that resembles the attached report.
Requirements:
A new record from Table1 must appear on a new page to make it printer-friendly. I guess one would have to use "Paginated reports in Power BI" to achieve this?
The Risk matrix must not be split between multiple pages.
I must be able to upload the report to our Power BI site, so we can run the report thru web-browser.
Could we incorporate a filtering mechanism into the report, allowing us to define a specific key (Table1)? This would enable the report to exclusively display data associated with the chosen key. Additionally, is it feasible to include the filter (key) within the URL? This way, we could direct users to a report featuring solely the data corresponding to the specified key.
You are welcome to extend the table with helper fields to more easily place the risks in the risk matrix. If you do that, I also need the code for this in "M".
