Wrodpress site issues and VPS server issues

I have the following issues on the VPS Server:
* PHP playing up, I'm unable to change PHP versions on accounts, there is a message saying PHP version is not installed.
* SSL for server seems to be setup incorrectly, im getting the Unsecure site messages in Chrome.
* Server is slow, needs to be optimised.
I have the following issues on the wordpress Site:
* Error: [] cURL error 28: Operation timed out after 10001 milliseconds with 0 bytes received
* Background updates are not working properly
* Site could not complete a loopback request : Error: [] cURL error 28: Operation timed out after 10001 milliseconds with 0 bytes received
*Warning The optional module, imagick, is not installed, or has been disabled.
Please respond and let me know that you can fix all of the above and also timeframe is important as I need this fixed asap.
