Upgrade a hybrid Drupal-static website

We need help with upgrading a hybrid Drupal – static web site. See [login to view URL] We have both, Drupal and static, content on the site, with very little difference in appearance between Drupal and static pages.
The Drupal part of the site cope reasonably well with display on mobiles and tablets, but this needs to be improved. The static content appearance is currently designed for desktops only.
The aims of the upgrade:
1. Improve display of Drupal pages on mobiles and tablets;
2. Make static pages display on mobiles in a similar way to Drupal pages.
3. Modify pages layout and style so that they satisfy to Australian Government Accessibility Requirements Level AA [1].
4. Create Drush and Unix shell scripts that would iterate through Drupal and static pages, add missing metadata fields required by Australian Government [2] and fill them with meaningful values.
Please note that we don’t expect you to work with the whole site or apply your changes to the whole site. You will be given a snapshot to work with, that will include a dozen Drupal and static content pages and standard CSS, images and scripts that are being used by all pages.
Your technical solutions and source code will be assessed for a number of quality criteria: simplicity, effectiveness, clarity, tidiness, maintainability, robustness etc.
It is also important that you stay in touch with us and keep us informed of their progress, even though we are not going to monitor the hourly work. Meeting deadlines is critical for us and we will consider a project a failure if you do not deliver results by the agreed time.
