Software for Railroad Repair Company

Looking for a software to be developed for a railroad repair company that does the following:
-Visual recording of railroad job, performed by sales team, then uploaded for proposal review (this will be a video recording and pictures displaying work which will then be reviewed by an engineer remotely/at office)
-Bid prepared in office/off-site and proposal sent to client and sales team with price
-Once proposal is agreed on, software will allow to be signed digitally by client and sales person
-Once job order is approved by engineer and agreed to by client, the list of materials (inventory) and heavy equipment needed to complete the bid are communicated to the warehouse to be staged. This will be tied into an "inventory" and "equipment location" side of the software with par levels
-Inventory levels can be input into the software by warehouse employees
-Orders will be auto populated based off pars and emailed out to vendors
-Orders will instruct suppliers (vendors) to ship materials to either the job site or warehouse
-Once the job is complete another video will be uploaded to document work satisfaction
-An engineer will sign-off in office and a site inspection will occur
-Client will sign off that the job is completed and a maintenance contract will then be populated for their review
Throughout the job, steps with deadlines will be a needed function of software:
"Start, bid, equipment delivery, inventory delivery, job started, job finished, paid in full"
-This will help manage inventory levels, equipment location and delivery, job orders created, and steps of job order checked off.
