PacketFense SSO to External Captive Portal

We are looking for PacketFense Developer who can develop the following.
Enhance current Packet Fense Social Media Oauth2 SSO captive portal login (Twitter, Facebook, Google, Hotmail) and Email Registration to our website. So that user will use the SSO detail to create his/her account (if new) and display his/her detail when they in campus.
1. The Oauth2 need options need to have a dashboard so that the administrator can configure the credential.
2. The Packet Fense database needs to capture DHCP lease, external IP, email, user profile social accounts
3. The data captured from the Ouauth2 such as email, user name, token, ip of PacketFense need to forward to
captive portal must be encrypted
4. Diagram, documentation, encryption details and source code must submitted by bidder.
5. The remote development environment will be given to success bidder
