Optimizing an existing php form with backend to database

We have a simple php form called Ticketsystem with some informations like: Car Brand, License Plate, Images and so on.
If you send the form, all the datas were saved in the database as a table.
We have a Backend called Adminsystem where we can search for specific informations.
What we now want:
-mobile/custom optimizations for the user interface (looks not pretty now and on smartphone it is difficult to handle)
-changes directly informations in database (for example to change Car Brand oder override some images with images after a ticket were sent)
-loading issues
We need one developer for all. He has to make his own thoughts for improvement and test his own improvements. He should independently realize further improvements by prior arrangement. He should have know how to bring about improvements.
