Need a website for people to sign up and earn through completing offers

I would like a website that people can sign up and promote offers directly that I update on my website. It must be able to detect countries that are to sign up various offers for example, if people are to sign up on offers in UK, I will need just UK people to access the offers, if anyone from a different location tries to access the offer, it should lock him/her out with a message. The website must be built through wordpress and on a membership platform so that people can sign up on various membership and access offers through different levels. It should support membership payment plans through paypal. I should be able reward members with points for completing the offers and also members can purchase points that can be redeemed at the website for cash or any other prizes. Members can also upgrade their membership when they have a certain amount of points in their accounts.
Finally I should be able to upload advertisements to rotate through the website. These advertisements could be mine or anyone who wishes to advertise through my website can buy the advertising space.
