Create RESTful api for use by a (separate) Wordpress plugin

I have separated this project into 2 phases.
PHASE 1:
I have 2 separate websites running from 2 separate MySQL databases.
1. A "Wordpress Website" for the public- which runs off a Wordpress MySQL database
2. A PHP/MySQL "admin portal" that runs off a separate MySQL database that manages membership information (basic information like Name and Contact details of member, membership status etc. It also stores email address/password for each member)
I want the member to be able to login via the "Wordpress site" - authenticating via the "admin portal" and view/update his membership information which is stored in the "admin portal" database.
Do do this, I need a RESTful api that a wordpress plugin can use to retrieve/update this membership information from the "admin portal".
PHASE 2:
Write the Wordpress plugin to use the Restful API above to allow the member to login and view/edit his membership information.
