Drupal WebForm Module Customization

We are looking for someone to use the Drupal WebForm module to create a webform add on to our website. Our website will be Drupal 7. You must be familiar with Drupal and Drupal modules. In addition to creating about 25 Web forms in the module we will need a user and admin control panel that allows management of a work flow around these forms. Mock ups of the control panels as well as a process drawing of the work flow are attached in the zip file.
1. Each form must be able to collect and store files and comments. In addition the entire session must have the ability to attach files and comments.
2. The administrator at any time must be able to view the current state of the user forms.
3. Administrator can see all current sessions, the user can only see their own session(s).
