Fractal image compression

I am looking for a compression routine that will take facial images of about 30K and compress them to selectable size from about 500 to 800 bytes. This can be accomplished using lossy compression, likely using fractal routines. A suitable routine might be called FICA. It might be described similar to whole image compression using inverse cosine transformations. (This is from memory, I might not have the wording correct.) The developer should indicate whether the routine to be used is covered by patents or other intellectual property restrictions.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. Program should exist as a callable component for use by another program. 2) Technical documentation in UML, in Visio or Rational format. If the developer cannot produce suitable UML documentation, then the software should match UML diagrams I will supply based on the developer's input. 3) Complete ownership and distribution copyrights to all work purchased. Any variance on this term shoudl be noted and agreed to.

## Platform

Software should be callable by a VB program under Windows. The source code should be VB or other program as agreed to by me. The program should be compatible with VB6. If permission is given, .NET may be used by the developer. The expected platform to run on is Windows 2000 and XP.
