Web-based CSS Tool(repost)

I'd like to build a simple web-based CSS tool that takes in stylesheets as input via file upload, url or direct input; Processes it (read on); and makes the output stylesheet available for download or copy to clipboard.

For CSS parser, we may use the open-source CSSTidy or something simpler ([url removed, login to view])? or SAC (The Simple API for CSS) or anything else you prefer.

This job would obviously require advanced pattern matching (regex I presume) knowledge and basic CSS understanding, I can help with the latter since I'm a CSS expert myself.

I can provide the feature list and rough wireframe to interested coders privately. **I'd like to work with individuals only; companies and contractors please excuse. Also, please don't post your portfolios blindly, you may ask any project relevant questions though.**
