'Single-Page' Website for Chalets in France

I'm looking for a skilled developer, with an attention to detail to take my design and make it into a fully functioning site.
BUDGET: $2000
DEADLINE: Before the end of the year (2012) preferably
The website will be a single scrolling site i.e. the navigation stays fixed at top and depending on what link you click on in the navigation, the page will scroll down smoothly to the relevant content. As the client will want to change the images and content, so the site needs to be built with PHP or Wordpress — whatever is easier and more efficient. This is a front and back-end job :)
