Fix broken tif images (Delphi 7 project)

This application should be written in Delphi 7. The attached tif image is broken. If you open it in windows picture and fax viewer it will show that there is only one page in it. However there are more hidden images after the first. This project requires the following: 1) Explain to me what is technically wrong with the image, why it behaves like this. 2) Provide an application that I can pass in a tif stream and have it return whether it is broken or not. It should also allow me to pass in an image and have it delete the extra images behind the first one. The application should process images as fast as possible as we will have to run it on millions of images. In this scenario the extra images behind the first are just rotated versions of the first image that never should have been there. I will use the final application to run against databases full of tif images to find all images that have this "broken link" issue and delete all the extra images. Coders should make sure to understand what is wrong the with the attached tif before bidding on the project to ensure that they know what they are doing and can write the application.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
