Open txt files, read some values and create a new text file

I have some files which has filename as device names. You can see at [login to view URL]
Each file contains some values about other devices. I want to order each file data accordng to 3rd column. you can see at [login to view URL]
There is also [login to view URL] file. It contains ip addresses of devices. You can see at [login to view URL] file
I want an application which is open each device files one by one, then order 3rd column, then get ip address of each line. then create a output like [login to view URL]
Bottom values ; Ip address of filename of device --- filesname of device

Upper list is;
Each files has some values between other devices. When you order by 3rd column, then you can create list of each device list. fisrt value is filename, second ip address value is ip address of each line in device files.
