Wireframes to html - Ionic + Material AngularJS

We are developing an hybrid mobile web application respecting precisely Google Material Design guidelines; we chose Ionic + Material AngularJS front-end frameworks.
We have a prototype on Ionic and wireframes designed with Google Drawing of all the screens.
We look for a web designer to adjust the html of the prototype to make it looking like a Google Material Design app.
We need someone :
- who knows Material Design and will follow exactly the guidelines

- who dev clean html for fast loading
The app manage "items", where "items" can easily compare with "emails" or "meetings".
An "item" can be created and viewed/updated in the app (20 fields).
Most of the management of "items" are made via lists.
The most part of the design is made with standard components of Google Library.
We will provide wireframes, icons set and color palette.
Screens to build:
- home with 4 tabs
- new item with several dialog boxes
- view/update item
- search page
- settings page
Important: the app should support multi languages: so all the wording should be tagged for templating
