Android/iOS development for mobile quest game

Hello, friends.
I need Android/iOS developer for my quest game - all info about idea and concept you can find on game website www.archangelgame.net. I'm on final steps of game design, graphic, animation and sound, almost everything ready before programmer starts.
Its a bit difficult to give an idea how much work is there, but the first deck of the spaceship contains 6 rooms and 3 connection zones - about 224 pictures and 35 movie clips total with different variations according to the gameplay. (You have 4 decks on the spaceship). Without any games/puzzles inside, all principe is connection between the pictures, game interface for object use and action movies. Please see attached example.
So I need to know how much time approximately will take for programming at least first deck (+game menu and interface) and how much it can cost.
I'm not a company, but single person with very limited budget, so the price is critical.
Any other options are welcome.

Important note:
Altough the quest is full 3D graphic, there is no need in game engine, All concept is static images that interacts between them, any actions like get/hit/tipe/use object are in movie clips.
