My magento with PayflowPro payment Checkout Broken and keep loading in empty.

When the customer enters the card information on checkout and presses the finish button, the rotating wheel appears and it keeps turning forever.
However when i check the payment transaction activity in paypal account, the payments was complete but the payment amount was $0
I checked other browsers and it only happens on Chrome browser.
My payment method is Paypal Payflow.
I google searched and it happens with PayflowPro payment Checkout Broken and keep loading with SameSite Cookie Changes from Chrome.
Magento v is 2.3.1
