Installation and configuration PowerMTA on Linux

Hello, I need Install and config a server with powerMTA to make a efficient sending of mailing as list (newletter, offers, etc.) or unic mail (response, notifications, etc.).
Also we need to make an integration trhough webservice between some aplications and emailing server (with powerMTA).
The tasks to complete the first step are:
1.- Install PowerMTA with Interspire (I don't have the software, Do you know how we get it, is it?).
2.- Create SPF, dmarc, Rdns and OpendKim.
3.- Configure server security and ensure performance is optimal.
4.- Optimize the configuration file tweak it deliver and handle a large amount of emails / hour/ day - check that all the settings are correct.
5.- We need have a system with 32+ IP, Do you know how it's posible, is it?.
6.- Queue Prioritization.
7.- Config server smart IP rotation.
8.- Developed of webservice (WDSL) for PHP POO.
We are looking for someone with high knowleadge on servers and scripting. We have other proyects related with offer.
