Remove Persistent Virus from Joomla Website, Install Security Extensions and Update to PHP7

We have a small Joomla website with about six pages.
We need to a Joomla expert who has expertise in removing viruses. There is a virus which keeps plaguing the website, creating new ****.[login to view URL] files in the /tmp folder and elsewhere (see screenshot from FTP software attached of the /tmp folder). When we delete the "suspected" files they re-appear.
You must have expertise in *permanently* removing such viruses and your own effective methodologies.
As an example of a process to remove the virus, please see as follows (we are not suggesting this as we are not Joomla experts, it is just for an insight):
"First make a backup of your database
Here is a summary of the quickest/safest method. (Before you ask the same question everyone asks. NO there is no short cut ... you need to delete ALL the files from the server)
- Uninstall any untrusted 3rd party extensions and Templates [login to view URL]
- Delete all the files from the server
- Scan your computer and all computers that have server or Joomla admin access
- Change Passwords
- Install Joomla (of the same version) to a new database. Install up to date 3rd party extensions (that are not on the VEL) then edit the [login to view URL] to connect to the original database. Update Joomla if you have and old version
Change your Joomla SU/Admin Passwords and check the users/groups/access levels are correct and not been tampered with. Update your Joomla And run the fpa again
Step #f is simply installing Joomla and 3rd party extensions to an empty database so you get fresh files. Then connect the files to the database that has your data. That gives you your site back. The rest cleans the site and helps keep it secure.
You should have original images on your computer [FYI don't have these original images]. Thumbnails generated by gallery extensions can be re-generated by the Component once you have rebuilt the site files."
To stop this and other viruses from returning we'd like you to install Joomla security extensions. You must have extensive expertise and know which the best ones are. One that has been recommended to us is this one: [login to view URL] .
The current PHP version the website is using is 5.6.40. We would like to upgrade this to PHP7. This can be upgraded in seconds with one click in the webhost's control panel, but it may cause some files to not work. If that happens, those files would obviously need to be fixed.
We are willing to pay a generous US$250.00 for the above tasks.
Everything to be done within one week of hiring you please. No excuses you have suddenly decided to go on holiday, fallen ill, your dog chewed your ethernet wire etc.
If the virus reappears we would expect a refund as the work wasn't done properly and to our specifications.
