Research software options for HTML to PDF converter

I'm looking for software that I can run on my server that will convert HTML to PDF. I know there are hundreds of different options available and I've tested many. However, the most important criteria is that the software or tool MUST support adding comments when the PDF file is converted.

For example, within the HTML, a part of the text will be highlighted. This highlighted area should be flagged and inserted as a comment when the PDF file is created. This can be done using classes or something. Adding comments manually within PDF files is easy, but I need this setup to insert comments as the PDF is created/converted automatically.

So it will work something like this:

- HTML file using something to flag some of the text and comments.

- Software takes the HTML file and converts it to PDF.

- Software inserts the comments using the standard PDF comment/annotation markup.

When I open the final PDF file, it will have comments in place matching the HTML file.
