Online assessment and resource system for a school

Hi there.
I am a teacher at a school and am looking to create an online assessment and resource centre for students to cut down on printing costs. This is quite a large project, however the layout and design from a ‘style’ point of view is quite clean and minimalistic, so this project may appeal to a programmer over a designer.
Functionality is 100% priority. I am not looking for a responsive system that only works on modern browsers. I need a system that works on ALL browsers, new and old. Simple HTML coding may be best, however it will need to be database driven to track student progress.
The whole brief for this project is quite large and would be best discussed over Skype, however I will highlight some of the key areas below:
• Students are in one of five year groups. Each year group has a different looking profile with different questions and functions. By logging on, the relevant profile is loaded for the student.
• Staff log on and can manage student groups as a class, with the option to analyse and print off reports.
• There is a multiple choice questions and answer bank for students at the end of each lesson. Answers are randomised (1 to 5) so that students do not pass answers to each other.
• Students can download and upload work in PDF form
• Video tutorials can be embedded into pages via Youtube
• Students can screenshot their work and upload directly to their account at the touch of a button.
• Teachers need to be able to add new questions to the question bank, create new student accounts and access student work + printable reports all from within the main interface of the website, not through back-end programming.
All of this sounds complex, however I have a firm idea of how all parts of the site should function. Also, the functionality is based upon an existing system that I can grant you access to. I have a server and domain names ready to go.
Please let me know if you are interested. We are a small school and so funds are reasonably tight, however I need someone with good communication skills that can work full time on the project, completing it within an acceptable time frame.
