Hi there everyone, i want someone who could build me a video webcam site with the same functions/features as the link below:

Please only bid if you are able to do the features/functions i have attached here. Take a look at it and get back to me. I need this project done and up and running asap, so i'm look for someone who can get this done in the least time possible.
And for milestones, i will release them after each successfully completed stages, as shown below:
1st stage - 10% (after it's completed)
2nd stage - 10% (after it's completed)
3rd stage - 10% (after it's completed)
4rd stage - 70% (after it's completed)
Design should be different and not look exactly the same. And most important is that site and everything must load up quick. This will be a long term relationship with the programmer so please send me some works done preferably related to web cam websites as well.
