Short 2D animation of Marvel Comic's X-men Storm using my son's face

My son Andrew's 21st birthday is this weekend and I need a short (30-60 sec) animation cartoon video with him featuring as Storm from Marvel Comics X-men. I have included a cartoon drawing of him to superimpose into the animation, and another drawing showing him as the Storm character.
The video should have a stormy cloudy sky backdrop, with lightening, rain, thunder, wind. The action sequence is Storm emerging (flying in) from the distance to reveal "herself" as Andrew. Storm / Andrew says something like "We can do better than this" and then with an elaborate wave of the hands changes it to a sunny day.
