Edit an Excel Template

I have a csv file which is an exported file from a tool and I want 2 things to be changed when we copy the data from the csv to excel , such as the default date format (/ instead of - , and the format of the date should be in dd/mm/yyyy format) and the time (right now it shows the exact times like 8:20 am, 8.40 am etc, but I want it to show the time range like 8:00am to 10:00am for anything that is between 8 am and 10 am, and likewise for other hours too). That's it. (Use VB or Vlookup)
So whenever there is a date added to the sheet, it should automatically change it to dd/mm/yyyy format. And whenever there is a time added to the sheet, it should automatically change it to time range. (8:00am to 10:00am, 10:00am to 12:00, 12:00 to 2:00pm, 2:00pm to 4:00pm)
You can just simply make an excel sheet which automates these and get paid. Or I can give you the excel file. Or I will be able to use the formula for all my future data (for dates and time ranges).
I am sure it is hardly 20 to 30 mins work. But 2 people wasted my time already. Hence If you can at least show me that you can do this, the project is yours.
I need it done within 30 minutes or an hour at the maximum. And I will give you a 5 star rating.
