Very small electronic project: 2 circuit with leds + 1 button

The goal of the project is to build a working prototype of a small electronic device composed by 1 button and 2 led circuits.
You should come up with the electronic algorithm, draw the circuit board, select the parts for the prototype and build it (please see below more details)
Algorithm:
Button is press >3s and Leds1==Off then Leds1 = On
Button is press >5s and Leds1==On then Leds1 = Flashing (100ms)
Button is press >3s and Leds1==On or Leds1==Flashing then Leds1 = Off
Button is press <3s and Leds2==Off then Leds2 = Flashing (200ms)
Button is press <3s and Leds2==Flashing then Leds2 = off

Other details:
I will only explain what the prototype is going to be for to the selected freelancer.
After knowing what this is about will be easier to understand the requirements of the components.
You will need to provide me with a few options for the parts (type of leds, battery type, minimum sizes, etc). With this information I will quickly decide with you the best design for the circuit.
The value of this freelance project is only for your work, the cost of the components I will pay them separately.
