build cakephp code to receive smpp SMS

We are looking to implement mobile payment "through premium sms" to our website,
We have everything from our mobile operators and they gave us SMPP details to connect into their sms server and take responses using short codes.
The app should work like this:
1. Setup smpp connection with mobile providers ( two or more operators )
2. Connection should be made through : Bind_transceiver.
3. Code or web app should be able to ONLY listen for sms ( not send )
4. Code should be able in the same time to receive too many sms or transactions
5. Code will receive only positive payments ( responses ) you don't have to care about failed payments ( SMS )
NOTE : our site will generate ID for each payment, and this id will be included into user message as TEXT CONTENT (for example : Please send a message to defined short code ( 44444 ) with text 54931 ID generated from system ), if payment was successful operator will forward same id to SMPP short code and with this forwarding content ( 54931 ) you will understand that it was a successful payment. ( Failed payments will not be forwarded to short code )
6. there will be 3 packages and each package will have it's own price and it's own short code.
