Write a small .net c# program for registering an app as default program for the tel: protocol

I would like someone to write a small program for registering a phone application in the list of defaults programs and as default program for the tel: protocol/URI Scheme.
When I click a tel: link on a website I want my phone application to be started in the same way Skype is started when you have Skype installed and click a tel: link.
Program must work on Windows 7,8,10. Source code must be included.
In Windows 8/10 the phone application must also be listed as a standard program for the URL:Tel Protocol.
I want this to be done in the same way this setup program does regarding to the tel: protocol [login to view URL]
The input to the program must be my phone application name and phone application path/exe name.
Be aware, this is not done the same way in Windows 7 and in Windows 10.
