Development of .NET application

We are looking for a professional programming team who can help us with C#
We need a web app that executes specific RPC and CLI commands, defined in app settings.
Multi-instance support is required (means each instance runs RPC/CLI commands on their own).
Later this app will upgrade to API support so other websites outside web app environment can send calls and receive answers.
For this app we have a couple requirements, example: no third party libraries for the C# project (we can use Microsoft-plugin JSON for RPC). For CLI we have a PHP script on host machines so it is obsolete logging to SSH console from web app.
