Generator control panel

We use C and PIC. But we are open for any economical alternatives such as Arduino. We are located in Turkey so the parts must be available in our country.
The control panel must have the following specifications;
Turn on and off the generator,
Turn on and off a fan,
Turn on and off a light,
Turn on and off a dosage pump,
Has a wi-fi connection (depending on the budget, this specification may be removed or optional), Must show error codes on the display (the display is 128*64 pixel and not a touch panel.).
In this generator, there are 2 solenoid valves. One fills in the tank automatically and the other drains the tank automatically. Also there is a water level probe. When somebody turns on the generator, one of the solenoid valve will work and fill in the tank. When the water reachs to top, the probe will close the valve and the system will start to heat the water and produce vapor. When the water runs out, the valve will work and fill in the tank again.
When somebody turns off the generator, the other valve will work and drain the water in the tank.
During working depending on the customers' request, they may be able to use all specification such as fan, light, pump etc. at the same time.
