Dart app - Remove **IF STATEMENT** to show download folder at all times

I have a simple app that downloads videos to Android phone storage onto DOWNLOADS folder. When videos are downloaded by the app, a subfolder is created, we call it MY-APP-SUBFOLDER. When no videos are downloaded, NEW APP subfolder is not created. When NEW APP subfolder is emptied, it's automatically deleted. This must be due to an **IF statement**. What I want is a permanent NEW APP subfolder whether it has files or not.
