Build An Employee All In One Training Website

We are looking to build an all in one employee training website. This site will have multiple sections that we want to be locked with the ability to issue every user a unique password so it can be canceled if they leave the company. We will have some pdf templates for training, some word documents for training, and some mp3's of recorder calls, and some actual videos some screen capture, others live. There will be at least 4 seperate sections. We are looking for a cost effective way to build this site, we will provide all the content we just need the person we hire to build and design the site.
We want the site to be on wordpress or a CMS so that we can add and remove content. A membership type site template will most likely work just fine. We just want all the content locked and blocked from the general public. If you complete this job successfully, on time, with great communication we have two other sites with the same type of idea. We will complete this one first the move on to the next.
