Change website template to RTL direction

I want it to be in RTL Direction (That is the context of the Arabic\Hebrew Language).
the modification should be in a new CSS file that contain RTL configuration overwriting ( because the System will be Arabic\English , later we would like to apply the RTL by adding toggling the CSS link file)
