Build me Sortfolio

I am looking for someone or a team to design, develop and launch me a website that is identical to [url removed, login to view] but suited for a different purpose. I would want the project completed in the following phases.
First phase would be the design phase. A photoshop file with all functionality illustrated. (If you are extremely talented in html/css and are able to skip the photoshop phase straight to html/css, that is acceptable and preferred.)
Second phase would be the entire site done in HTML/CSS. This will allow me to ensure that all functionality has been considered before development begins.
Third phase would be development. Development is done in weekly sprints, and progress is posted daily to allow me to track progress. We would likely meet once a week unless we needed to meet earlier to discuss something more urgent. If you are not familiar with weekly sprints/agile development process, please do not post a proposal.
Timeline:
I would like the website to be launched and live online by the end of Febuary (02/29/2012). The project would start immediately after we agree to terms. Prior to launching 02/29/2012 I want 1-2 weeks of testing the completed project. BONUS: For every week (7 days) you are ahead of the due date of 02/29/2012 I will pay a bonus of $200. Penalty: If the project is delivered late due to your circumstance I will deduct 10% from the total project payment. (If it is late due to my circumstance, this will not apply.) If you have questions/comments/concerns about this portion please mention it during your proposal.

HTML, CSS, Ruby on Rails, Rruby, jquery, SQL, Photoshop, design, agile development, sprint development with weekly meetings,
Technologies utilized:
Recurly for accepting subscription payments, Github for repository, Heroku for hosting, Amazon S3 for storing the photos (unless you have a better alternative), Project Management (Such as Basecamp or Pivitol Tracker. If you can provide this that would be great!).
