Build a VB.NET Class Project - Connection to Credit Card Processor API

Hi,
I am looking for someone to write a .NET (Prefer vb.net, but can be c#) class project to connect to a credit card processor and implement around 10 API calls to the processor.
Simple XML over HTTP project.
I am attaching the whole API guide. All I need is to implement the API (Section 6, pages 82-118). create a class in which I will be able to call, send the appropriate parameters, then the code will submit the action to the processor, return and parse the response into an object.
You need to log all requests and responses.
I will provide demo account credentials once you get to a stage you need to test the code.
