Archicad DWG to Poly Modeling

Hello,
I have Archicad DWG file made with Poly splines, means its 3D but in Archicad format. I need professional who knows how to clean and remodel fast from DWG to Poly modeling in 3D Max.
Requirements:
1. Modeling entire set with Polys from DWG.
2. Optimise and clean wire.
3. Orginise to layers, for example windows must be grouped and stored in seperate Layer called "windows" and so on.
4. No broken vertexes.
5. No seperate ellements for walls and other objects, all must be optimized for easy texturing.
6. Model must be scaled in Meters.
I will provide original DWG file. No mile stone will be given until I review first part of Modeling.
