Need a Russian company with business license to submit a bid with on a project

I wish to submit a bid on a project. However this bid has to be submitted through a Russian business entity. I already have everything together. All you would need to do is submit the bid in your company's name. If we win the contract, then the funds will be released.

Please, nobody outside Russia bid on this project unless you have a direct contact with an interested business in Russia.
