Customisable and Responsive WordPress Theme

I require a custom WordPress theme creating based on designs in PSD format. The PSD’s are not yet finalised but will be provided when they are ready. There will be eCommerce screens and several sections added to the site before it goes live but at this stage only the basic post/homepage needs to be designed. Additional screens and adjustments will be considered for a separate job.
The site needs to be responsive and must be developed on a mobile first basis and should use the Foundation CSS Framework ([login to view URL]). The mobile version must use Off-Canvas Layouts for the mobile menu (see [login to view URL])
Finally, the theme needs to be customisable. It requires the ability to upload a new logo and change the colours of the buttons (along with the button border colour). These colours will then be used throughout the site. The colours are going to change on a regular basis so customisation must be easy to do – ideally in the same way that the “Twenty Thirteen” theme can be customised in WP 3.6. The custom colours and logo need to be written to a CSS file AND NOT output into the page header. This is to allow for caching so the CSS filename will also need to be hashed or dated each time it is changed.
Prior experience of creating WordPress themes is a must and ideally you will have experience of using the Foundation Framework.
