Conversion of static HTML website into a WordPress site

I am seeking a WordPress developer with substantial experience.
I have a static HTML/CSS website using which I need a WordPress template created. The website is pretty simple in design, please see screenshots attached for an example. I would need different page templates created catering to the different kinds of pages on the site. The main elements on the site are: the drop-down navigational menu at the top, a header image banner (on all pages), a side panel (on some pages), the main content area, and the footer. The final WordPress site needs to look exactly like the current static site does. A newsletter subscription box/link will be added to the footer, and a 'blog' link will be added to the menu bar.
