Desktop Application to Post Data to a WebSite

I need an automated desktop application to access this site: [[url removed, login to view]][1] (CalJobs) and create a resume account on CalJobs. I need to create about 100 resume accounts per day on the site. Each resume account will be created individually; your application will post one resume account at a time (populating all pages required for each resume submission) then provide a transaction success or failure message.
There are several pages to the CalJobs resume site; I have data for all required fields in my database. You need to tell me how to populate your application with the data fields you use.
This application must run on a Windows platform, and our language preference is C# or VB. **In your proposal you must tell me what language you will use.**
**Please Note: The application you build must not rely on manual URL input (with the exception of calling the CalJobs home page (**[**[url removed, login to view]**][2]**). When determining if your application works successfully, we will test it's ability to post 100 resumes per day over a period of one week. If your application is not able to do this, you did not successfully complete this project.**
To evaluate your ability to build this application, visit CalJobs and click on “Register?? under the “Job Seeker?? section. You can enter any 9 digit number (I suggest you start with 574 as your first 3 digits) and any birthdate (I suggest you use the year 1966) ??" to create a new User account to view all pages of the application.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
