API to work with Balanced Payments & PhoneGap

We are looking for a developer who is proficient with PhoneGap, [login to view URL], as well as writing APIs for mobile. We need an app that does the following:
APP:
User Creation (Name, Email, Password)
Forgot Password (To Email)
Set Payment Card (Input CC information to be sent to balanced payments for recall by hash.)
Make Payment (Enter recipient's email address. If they are in the "system" that you are creating, you can type in the amount and click "send." It will authenticate the credit card, and deposit the funds to an escrow account. Recipient will be notified.)
Set Withdrawal Account (User can set their bank account information.)
Withdraw funds (User, that has a balance, can withdraw funds to their bank account.)
Admin:
Admin must be able to: disable, edit, and view users/transactions.
Admin must be able to approve deposits to bank accounts.
Admin must be able to set a fee to remain in escrow after a payment is made.
PHP/MYSQL/PhoneGap/[login to view URL]
MUST BE ABLE TO BE SUBMITTED TO THE APPSTORE AND TESTED WITH TESTFLIGHT.
