Build me a custom Wordpress plugin

I need a custom plugin built for my wordpress website.
It's a URL Redirect service.
I will be sending visitors to my site from an autoresponder - each user will have a unique link. Possibly passed as a ?v=UID tag.
This link needs to as the visible URL, but should display different pages depending on certain rules (see below). (A whole-page iframe could work for this)
It will work like this:
1. A new unique link is used for the first time - page A is displayed. Timer starts. (or change scheduled, etc)
2. X hours later (configurable), the same unique URL now shows page B.
3. Y hours later (configurable), the same unique URL now shows page C.
It should be possible to add extra steps in the chain like this, and once complete every unique link should remain showing its new page.
