Deliver merged .mp3 files from web page

From a browser page, I need to select various criteria from drop-downs, then, according to these criteria, automatically assemble (merge) the corresponding .mp3 files together, and then deliver for download the final .mp3 file. Before downloading, payment must be made through a gateway.

This is a proof of concept, so the UI doesn't have to look so cool, but the underlying technology must be rock solid. This is an opportunity for someone to build a scalable model for future growth.
I need the UI? to be configurable by a super-user, not a programmer. So the uploading of small .mp3 files, their naming on the system, and the valid combinations of selections must be? not require a programmer.
Eg, Selections would be similar to the search here:? <[url removed, login to view]>
in that selection of one field forces specific and limited selections from the next and so on. In the end, the? id of each? selected field is assembled and the corresponding .mp3 files are appended together.

This could be done with a utility such as "mp3 joiner"? <[url removed, login to view]>? or any other way that works in batch behind the scenes to deliver a final merged .mp3 file.
