Debug why Drupal 7 module is not working

I have a module for drupal 7 that is not working as expected within the site that I am developing. The module's original creator has not provided significant help in diagnosing it.
So, I would like to have someone look at it, fix it, and then when it works, propose the changes back into the actual module's repository as a patch. - therefore any changes that need to be done to the module must abide by the drupal coding standards. The bidder must be able to effectively debug a drupal based site, and be fluent in how drupal works, and coding standards for drupal 7
