create simple FTP + FLV converter for Windows (any language)

I need a Windows desktop program, written in any language, which does the following: 1) It should login to an FTP server, and downloads all the files from a particular directory. 2) It should then convert the downloaded files to .flv format. The downloaded files will be .aiff, .aif, .mp3, .mov, .wav, or .wma format. In cases where the file is an audio-only file (like .aiff or .mp3), the resulting .flv file will also be audio-only. 3) It should then re-upload the new .flv files via FTP to a server (which might be a different server). That's a brief summary of the program... please see the attached .txt file for a more detailed description, along with the various configuration options that I'd like. Please also note the following: 1) PRICE (your bid $) is important... my budget is limited, so I will probably go with a cheaper bid. You should probably bid as low as you reasonably can. 2) The DEADLINE is important... unfortunately, I need this application soon, so I cannot extend the deadline for you. You should start immediately and allow at least a few days for testing.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):
a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

Windows XP and Windows Vista (should work on both of these operating systems), FLV (Flash Video) format, FTP transfer protocol.
