Conversion from Excel to XML - NLM DTD

**_Requirement_**

Need a converter or script that converts an excel spreadsheet to XML coded Metadata file. I just do not want it to be just saved as XML rom Excel but it should code the file in proper hierarchy as per NLM Dtd.

I want the records to be coded as per NLM Dtd and the final XML should be validated against this DTD. There should not be any parsing/validation error.

**_Conditions_**:

1) XML file should be validated through NLM DTD.

2) Each record (row) in Excel should be a seperate XML file, i.e. seperate XML file for one row in Excel (eg. Title, ISSN, DOI, Print Pubdate etc).

3) A condition should be given that if certain fields are added in Excel, those should also be coded in XML. i.e. if we add more Fields in excel at any point of time i.e. now or later, those Fields should also be coded as per DTD.

4) Source code should be a part of the delivery.

A sample of source Excel, final XML Metadata the DTD will be provided.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
